That's one way to build a ducted fan.  Bu no place to put a payload.

The tires are worn.  The shocks are shot.  The steering is wobbly.  But the engine still runs fine.

Looks like a Van Nest Poglase creation for an RKO Ginger Rogers movie. Guess it was a proof-of-concept, but don't understand the concept.
